2. Chief Minister and State Council of Ministers
- The Chief Minister is the head of the government in the state.
- A Council of Ministers, headed by the Chief Minister, advises the Governor in the performance of his/her duties. (Article 163)
- The Chief Minister is the *de facto* executive authority in the state.
- The Chief Minister acts as the link between the Governor and the Council of Ministers.
- The Chief Minister is the person who coordinates state administration.
- The leader of the state Council of Ministers, who exercises real administrative powers in the state, is the Chief Minister.
- The Chief Minister presides over state cabinet meetings.
- The Chief Minister acts as the leader of the State Legislative Assembly.
- The Chief Minister is a member of the following organizations: 1. Zonal Council 2. Inter-State Council 3. National Development Council (NDC) 4. National Integration Council (NIC)
- When appointing the Chairman and members of the State Human Rights Commission, the Governor consults a screening committee headed by the Chief Minister.
- When the Governor appoints the Chairman and members of the State Information Commission, he/she consults a screening committee headed by the Chief Minister.
- According to Article 164(1), the Governor appoints the Chief Minister and, on the Chief Minister's advice, other state ministers.
- According to Article 164(2), the state Council of Ministers is collectively responsible to the Legislative Assembly.
- The Governor administers the oath of office to the Chief Minister and other ministers of the state.
- If a person is not a member of the Legislative Assembly at the time of taking oath as a state minister, he/she must become a member within 6 months.
- The state legislature determines the salaries and allowances of the Chief Minister and ministers.
- The Chief Minister is the person who conveys cabinet decisions to the Governor.

- In Andhra State in 1954, due to the anti-liquor movement (prohibition), the resignation of Chief Minister Prakasam Pantulu due to a successful no-confidence motion against him, President's rule was imposed from November 15, 1954, to March 28, 1955 (in Andhra State).
- In 1972, due to the Jai Andhra movement, following the resignation of Chief Minister P.V. Narasimha Rao, President's rule was imposed for the first time in Andhra Pradesh from January 18, 1973, to December 10, 1973.
- President's rule was imposed from March 1, 2014, to remove political uncertainty in the context of the Andhra Pradesh Reorganisation.
- Telangana state has not yet seen imposition of President's Rule.
