Lok Sabha Speaker
» The Lok Sabha Speaker presides over and conducts the meetings of the Lok Sabha.
> The Lok Sabha elects one of its members as the Speaker.
> The position of Speaker is adopted from Britain.
> Speakers are primarily of 4 types:
(a) Pro-Tem Speaker:
• After elections to the Lok Sabha, a Pro-Tem Speaker is appointed to preside over the first meetings of the newly constituted Lok Sabha.
• The President appoints the senior-most member of the Lok Sabha as the Pro-Tem Speaker.
• This tradition is borrowed from France.
• The Pro-Tem Speaker administers the oath to the newly elected members.
• They preside over the House until a new Speaker is elected for the assembly.
• First Lok Sabha Pro-Tem Speaker - G.V. Mavalankar
• 15th Lok Sabha Pro-Tem Speaker - Manikrao Gavit
(b) Deputy Speaker:
• When the Lok Sabha Speaker is not present for the meetings, the Deputy Speaker acts as the presiding officer. The Lok Sabha elects the Deputy Speaker.
• Since 1967, there has been a convention of allocating this position to the opposition parties.
• First Lok Sabha Deputy Speaker - Ananthasayanam Ayyangar
• 15th Lok Sabha Deputy Speaker - Kariya Munda (BJP - Jharkhand)
(c) Panel of Speakers:
• When the Speaker and Deputy Speaker are not present for the meetings, the ad-hoc speakers who preside are called Panel Speakers.
• The Speaker announces the list (group) of Panel Speakers.
* If the Speaker, Deputy Speaker, and Panel Speakers are unable to preside over the meetings, a member elected by the members at that time will preside.
