> Speaker appoints chairpersons for 16 committees out of 24 different types of Standing Committees in Parliament.

» Speaker acts as the chairman for committees like the Business Advisory Committee (BAC), Rules Committee and General
Purpose Committee etc.
> Speaker appoints Chairpersons for the Joint Parliamentary Committees formed by the Parliament.
Special Powers of Lok Sabha :
" Compared to Rajya Sabha, Lok Sabha has special powers and prominence.
The prominence of Lok Sabha can be observed when examining the following points.
I. In the matter of the Central Government,
> To form a government at the center, only those who have a majority in the Lok Sabha have a chance.
4. The Union Council of Ministers is collectively responsible to the Lok Sabha.
> The Lok Sabha has control over the Union Council of Ministers.
4 The Union Council of Ministers can be removed by the Lok Sabha through a no-confidence motion.
- If the official bills introduced by the government in the Lok Sabha are defeated, or if the private bills introduced by the opposition are passed, the government must resign.
All the above matters give prominence to Lok Sabha alone.
Rajya Sabha has no relation to these.
Rajya Sabha does not have prominence.
* Lok Sabha is the one that decides the future of the Central Government.
II. In the matter of Financial Bills;
" Lok Sabha Speaker decides whether a bill is a financial bill or not.
Financial Bills should be introduced first only in the Lok Sabha with the
permission of the President.
» Rajya Sabha must take a decision on the financial bills approved and sent by the Lok Sabha within 14 days, otherwise they will be considered as approved.
“ Even if the Rajya Sabha rejects or amends the financial bills sent by the Lok Sabha, those bills
will go back to the Lok Sabha for consideration. Whether with amendments or without amendments,
if the Lok Sabha approves the financial bills for the 2nd time, they can be sent for the President's approval without the need of Rajya Sabha.
4 The President does not have veto powers on financial bills.
