> When a motion of no-confidence is moved against the Chairman or Deputy Chairman, they cannot preside over the house.
> When the Vice-President is facing a motion of no-confidence, they can attend the house but cannot participate in voting.
> When a motion of no-confidence is introduced against the Deputy Chairman, they can attend the house and participate in voting as a regular member. In case of a tie in votes on this resolution, the Vice-President can use their 'casting vote'.
* Article 100 - The Vice-President can use their 'casting vote' in case of a tie on all bills, except when a motion of no-confidence is moved against them.
* 2002 Amendment: As per the amendment made to the Representation of the People Act in 2002, candidates contesting for Rajya Sabha elections are no longer required to submit a domicile certificate of that state.
Special Powers of Rajya Sabha:
> Article 249 - If the Rajya Sabha passes a special resolution (by a ⅔ majority) stating that any matter in the State List has national importance, then the power to legislate on that matter is transferred from the State to the Central Government.
*Example: In 1965, based on a resolution passed by the Rajya Sabha regarding food grains, the Central Government enacted a law.
> 2) A law enacted by the Central Government based on a Rajya Sabha resolution remains in effect for 1 year. If the Rajya Sabha passes another resolution, it can be extended for another year each time, for any duration.
> Article 312 - To create new All India Services in India, the Rajya Sabha must pass a special resolution.
